Antarctica lived, and was able to enforce, independence from Intercorp. Satellite coverage over the Pole was weak and the great continent generally underpopulated. Geneva had never really felt that it was worth forcing the fiercely individualistic peoples of the South to conform to Intercorp rules, not after the Vostok Massacre, at any rate. The rest of the world was under more or less reliable control of the Intercorp Council, but until after Peter got there they left Antarctica alone.
